Advancing Climate-Resilient and Resource-Efficient Microenterprises in Bangladesh

The RECP Assessment and Capacity Building initiative is a core technical component of the SMART Project (Sustainable Microenterprise and Resilient Transformation). It aims to strengthen environmental sustainability and climate resilience across Bangladesh’s microenterprise sector by institutionalizing Resource Efficient and Cleaner Production (RECP) practices within PKSF’s microfinance and enterprise development ecosystem.

 

Through systematic assessments, technical solutions tailored to the need of Micorenterprises (MEs), and targeted capacity building, the project lays the foundation for long-term adoption of climate-resilient and economically viable production practices.

 

Evidence-Based Solutions with Scalable Impact

The project is implemented by e.Gen and Austria Recyling, whose role is to generate a robust evidence base enabling PKSF and its Partner Organizations (POs) to further promote cleaner, safer, and more efficient production systems..

 

  • 3,500 representative microenterprises across 17 sub-sectors are assessed

  • Project outputs will support outreach to up to 80,000 microenterprises nationwide

  • A multi-level approach examines enterprise operations, cluster dynamics, adoption barriers, and opportunities for scalable RECP models

 

This approach ensures that solutions are both technically sound and practically replicable across sectors and regions.

 

Tailored Technical Assessments and Capacity Building

At the heart of the assignment are detailed technical assessments designed to develop sub-sector-specific business and engineering solutions across agribusiness, manufacturing, and service sectors. These solutions support the widespread implementation of climate-resilient RECP practices among targeted microenterprises.

Beyond technical interventions, the project also emphasizes awareness-raising and behavioural change, ensuring that green growth is sustainable also from a business and financial perspective.

From Assessment to Implementation

The project evaluates and promotes RECP measures across microenterprises and their clusters, translating insights into actionable support. Key areas of intervention include:

  • Development of simplified, microenterprise-friendly RECP assessment tools for use by Partner Organizations

  • Technical and engineering assistance to operationalize RECP practices at enterprise and cluster levels

  • Design of cluster-level and common service facility RECP solutions for 17 sub-sectors

  • Identification of smart, technology-driven solutions to capture and monitor  RECP indicators

  • Contribution to the development of a centralized, automated RECP monitoring and tracking system for PKSF

 

Strengthening Systems, Skills, and Sustainability 

 

Capacity building is a cornerstone of the project. Targeted training and technical support strengthen the ability of:

  • Microenterprises

  • Partner Organizations (POs)

  • PKSF and relevant stakeholders

 

to validate, implement, monitor, and scale climate-resilient RECP practices effectively.

 

The project also supports continuous monitoring and tracking of RECP adoption across selected microenterprises in all 17 sub-sectors, ensuring transparency, learning, and long-term impact.
