Organizational Structure Study and Development of IT System for the NWPGCL and Bheramara 450 MW Power Plant

Description of Project:

This project has been undertaken to develop the outline of Organizational system for Northwest Power Generation Company Limited “NWPGCL”, as the basis for the Corporatization Detailed Design to be developed and implemented in the next Phase (i.e. after the new Management Team is assigned). The proposed ―North-West Power Generation Company Limited‖ is new setup aimed at establishing a power generation station with a capacity of 450MW Combined Cycle. This is going to be a state-owned enterprise and will be functioning as a profit center.

Description of actual services provided by your staff within the assignment

e.Gen Consultants Ltd. is responsible for reviewing lessons learnt from former corporatized companies, and to conduct preliminary assessment for newly-established NWPGCL, focusing on Corporate Planning/Strategy, Organization Structure / Risk Management, Human Resources, Finance & Accounting, including the following activities- To review relevant available studies, reports and policies related to corporatization of power sector entities in Bangladesh such as DESCO (Dhaka Electric Supply Company Limited), Asian Development Bank (ADB)-Technical Assistance (TA) for West Zone Power Distribution Company Corporatization (WZPDC), World Bank-TA for South Zone Power Distribution Company Corporatization, WB-TA for financial restructuring of BPDB, ADB-TA for BPDB corporatization, ADB-TA for Ashuganj Power Station, WB-TA for EGCB Business Plan; and to propose outline of Corporate Plans for NWPGCL.

e.Gen is also responsible for reviewing Information Technology (IT) system at BPDB,  Haripur P/S, Bheramara P/S; summarize the current situation of those systems and propose draft outline of optimum IT systems for both NWPGCL and P/Ss. Other responsibilities include- reviewing, analyzing and summarizing Internal Control System at BPDB, Haripur P/S, and Bheramara P/S; and propose draft outline of optimum Internal Control systems for both NWPGCL and P/Ss.
